The Office of the General Counsel provides legal advice regarding public records requests; privacy issues, including issues of access, use and disclosure of student records, employee records, and medical records; policy issues; records retention issues; and information technology matters, including contracts and licenses, access to and use of digital resources, and information security. The attorneys in the Office of the General Counsel may also provide assistance with issues such as electronic signatures and records management, as well as information security issues, including data breaches.
The University of Nebraska is committed to maintaining an active and continuing records management program in compliance with federal and state law. The University of Nebraska records management program is coordinated by the university records director, working with the designated campus records officers for each University of Nebraska campus. Records management is the application of management techniques to the creation, use, maintenance, and retention of University records, ensuring access to public information.
University of Nebraska employees who receive a public records request should forward the request in its entirety immediately to Jaclyn Klintoe, Associate General Counsel and University Records Director, or to one of the campus records officers listed below for assistance. As University officials, University employees may be asked for assistance with collection, coordination and compilation of records responsive to the public records request. The Board of Regents Policies regarding University records that are confidential as well as public directory information for students and employees may be found in Policies 5.10 and 6.7.
